What 'RAIL' and 'PUMP'? 850

Thanks for the info, but I quite did not understand what was the outcome,

"HE TESTED FOR PRESSURE AT THE RAIL & IT WAS ONLY 20PSI & THE PUMP WAS RUNNING CONTINUOUSLY. THERE WAS A LEAK IN THE REGULATOR & NOW IT IS FINE."

What is the "RAIL" that was leaking and the "PUMP"?
