Enging running too cold causes 'Check Engine' light? 850 1996

So, while driving with a broken thermostat (running cold), I ended up with CE light. Outside temp around 17 degF, was driving a bit too fast when it came on.

Would the engine running too cold trigger CE?

And, once the CE light comes on, does it clear by itself (doesn't seem to after several fresh starts), or do I need to get it reset (mine is '96, and I don't have OBD-II tool, which stinks...)?
