Failed Emissions HC Test 850

Just failed HC test 1.08 gpm/0.80 gpm limit. CO was 6.47/15.00 limit. NOX 1.68/2.00 limit. I suggested to this garage (not my regular indy) that they change oil/filter. They dont think it will solve problem, they think its minor problem like dirty plugs since car failed by small amount.

Failed big time last year, had throttle body cleaned, which also got rid of the check engine light. Any suggestions.
