Failed Emissions HC Test 850 1996

Saga goes like this, garage trying to rip people off. Long Island NY garage we went to(our indy is closed Saturday) tested car once and failed it. Went back to same garage on Monday figuring he would play around to get it to pass. Calls us and says we need tune up $250.00. My wife tells him to shove it and calls our indy guy. Indy guy is stunned that they only tested car once, especially when it failed by small amount HC 1.08/80, indy guy says sometimes they test it 3 or 4 times before it passes. So 5 spark plugs later passes 74 gpm/80 gpm limit. No filters, oil changes, wires, nothing else. Rip-off-garage knew as soon as we passed on his $250 tune up that he lost a customer forever.
