Also it should be noted that most cars would register high HC or NO if taken straight to inspection bay in a cold engine especially if the air pump is so so. Good practice is to drive hard and at highway speeds some 30 minutes prior to inspection to get both the engine and catalytic converter really warmed-up. that's what i did.
