Make sure you do not have a dead fuel pump. I would get someone to crank it over while you smack the bottom of the fuel tank with a 2x4 of something. Hit it right underneath the pump itself. Check the fuel pump relay also. It would appear that Volvo still cannot make a good pump relay. Anymore I sell them together, if a car comes in with a dead pump I sell them a pump and a relay.
