Replace oil seals when replacing timing belt? 850 1996

Don't know about the specifics of 850 seals but generally, if a seal is good and most importantly the engine is breathing well, leave them. If it adds five minutes to a job with no risk of finding something else wrong then do them but I would suggest that the former is more appropriate in this case. If it ain't broke ...etc.
