I do them with the car jacked up, and with the weight off the wheel, it's possible to pull the control arm out and down, and just line up the bracket about where the "rest" position is going to be, then tighten with a regular 1/2 inch ratchet and 6 inch or so extension.
Then tighten the three bracket bolts and lower the car. The bushing will have to be loaded up a little to get the bolts in- start each one before tightening any of them.
