no headlights 200 1993

I changed the switch but still no lights.I have the 1" by 1" relay out that is usually the culprit.I am not sure but it is at the drivers left foot area and it is white case,the number on it is 1324675,it has pin # 86,87,31 and 15 does this sound right.I can no t find the diagram for this to find out where the 12v comes in,I would guess 15 and 31.I might pull the case off and check the voltages.
