The hi/lo relay will operate the high beams when activated by pulling back on the turn signal switch.

The source for this is NOT from the main headlight relay. You still need to fix that if you have no lights in the normal headlights position of the headlight knob.

My guess is you will find a burnt headlight power connector at the relay in the center dash. Its in there with the power lock relays on a rail under the center vents.

It's time for this to fail on all these cars. I fixed my 92 and another guy's 92 earlier this year.
