If Turbo, it could be a short to ground on the O2 sensor heater wire, powered directly from Fuel relay and Fuse 1.

Regina Fuse 1 also powers the Fuel relay, which then feeds Fuse 11 (15A) to power fuel pump AND O2 sensor heater.
