Have you checked the resistance of the wire from the engine coolant sensor to the temperature gage itself? You might be able to catch it at the firewall connector?

I'm think the wire is bad and it is going to ground. The wire could be submerged in oil inside the harness and the harness has a worn rubbed up spot. I think all this runs down under the engine and around to come up to the firewall.

I had this happen on my '78 along the oil pan on the starter side. A wire holder clip got to it over the years!

If all else fails, you could add some amount of fixed resistance to bring it down.
