They can be very difficult to get out with the alternator still on the car... but then getting the alternator off is no picnic either.
If you have one screw loose take it out and make sure the screwdriver you are using is a good fit. A worn phillips head or one that is the incorrect size is a real trouble maker.
Remember to "tip" the new regulator assembly upon installation before pushing it flat against the alternator before installing the screws. Installing a new regulator is much easier with the alternator off of the car as well.
