Daughter's '83 245 idles fast with replacement air control valve, but no power in drive. 200 1983

Here's the deal with the gas hose. There is a solid steel line that runs to about the 1/2 tank level, then there is a rubber hose that connects the In-Tank Fuel pump to this steel line. When that rubber hose splits, teh car will run perfect as long as the gas tank is full enough to keep the rubber hose submerged. at about half tank, the split in the Rubber starts to suck air. car runs shitty (technical term).
I'm not sure... Am I to understand that someone fiddled with the idle speed to compensate for a bad Idle Control Valve? If so, then yeah, you may need to set it back.
These Air control valves can be cleaned. Is your 'bad one' stuck? you can see the part in the side hole that is supposed to rock back and forth to cover that side hole. Can you move it with your finger? You can put 12V across the two electrical pins to see that 'valve' moves. Clean it with Carb cleaner..

Just curious, what does NC consider Cold?
