I think you have a couple issues going on. Before I would climb into the tank(keep it full). Idle set screw probably fooled with to mask the bad ICV. I would clean the ICV, throttle body, set the TPS,reset the idle, check for vacuum leaks, and see what happens. The slow accel/etc sounds like an AMM meter failure. I see no way a split hose in the tank causes high idle.
