Green wire is the O2 sensor signal... 200 1991

...You need to measure voltage on the Yel/Red from fuse 4 -- with motor running.

It's in a nearby 2-pin plug, with the other wire being Black to ground. Measure across those 2 socket terminals (unplugged) for the same voltage you saw ay fuse 4.
