I just got home and I did the test correctly this time I am getting 13.89vdc at the 2 wire connection and I tested the "green" wire with it still plugged in to the O2 and here is what I got with the multimeter set at 12 volts DC.
It fluctuated between 0.07 to 0.71/79! the numbers were changing pretty quick but thats the range pretty much.
Just wanted to say thank you everyone my 212 code is gone!!!
Now I have to take her in for the smog check tomorrow.
