I'm not familiar with the diesel but it sounds like You reduced the problem down to the Water pump pulley.
It sounds like the Crank Pulley is common for both Belts and you don't have the issue with the Power Steering Pulley. the alternator was replaced. It also sounds like you have replaced the belt a few times to know it's not too loose. How is the Water Pump Pulley? Noisy? wobbly?
Looking down the long run of the Alternator belt, can you see that the alternator pulley lines up with the Crank pulley or is it slightly off? The mounting bushings on the Gas engines wear out causing the alternator to shift a bit..wondering if that is what's happening here.
