'85 245 fuel relay wires

I believe it gets the ground through the ECU, at least that is true on the 89 + 240's.

Have you tried bypassing the relay by jumping fuses # 5 and 7 on the left side? If it starts the relay is bad and may need to re-solder the circuit board cracks or just replace the relay.
