The fan motors do get stuck when not used regularly.
Pull the fan motor and see if the motor is frozen. Be careful not to damage the plastic fan blade.
I have been able to free up stuck fans manually moving the blade and using some lubricant that is safe for electrical motors at the 2 bushings until the motor moves relatively easily. And then running the fan with a battery and jumper wires for 10-15 minutes on the bench. FYI, the contacts on the fan motor are marked "1/1" "-" and "1/2". The center contact is ground and "1/1" is full speed and "1/2" is half speed.
Sometimes the commutator surface needs to be cleaned with some sandpaper and the commutator grooves cleaned out.
