Setscrews secure Metering Needles...these don't have a "head"...a few drops of penetrating oil like Croil or PB Blaster (not WD40!) and a screwdriver of correct size (not undersized!) should work to loosen setscrew to allow removal of MN. A dab of graphite filled grease on threads will prevent recurrence.
