Not charging 200 1989

If you've swapped in two regulators already, I'd say you've given that alt more than a chance to prove itself and your path to a good ride again is putting that rebuilt unit in. Only so much diddling make sense when the car is down for the count, so $100 isn't bad and like Matt says, keep the old one just in case it turns out to be a spare.

If the car still fails to charge, you can try that test again. When the alternator is grounded, and spinning, just a brief application of battery voltage to the D+ or "pre-excitation" terminal is enough to start the charging.
