What county/zip code you're moving to dictates what type of test you'll have to pass. Here's a web page that summarizes the process for first time registered out-of-state cars and has a link to see if there are smog stations in the zip code you plan to move to.

Also, keep in mind there are "tricks" to passing the test if your car isn't too far out of spec, ie turning the heater on full blast to lower the head temp, locking the the trans OUT of override so that it requires less throttle load to achieve the test speed, getting the cat good and hot, to name a few. I've seen test stations employ all of these methods to get a borderline car to pass.
