Welp, in imagining and recalling what I wrote you, it may not be exhaustive.
Though there are others that have relocated to Cally with their 240 and have not replied to your thread.
For example, in another thread, how old is the FPR.
Also, if a bit spendy, after ensuring the engine control is good to go, and the tune up pieces are super swell, and the OBD checks out, and tests with your multimeter and such, is a new catalytic converter. So long as the exhaust gasses are about right, a new cat will scrub them gasses exceptionally well for all three that an emissions checking state check when you are checking the emission.

You got good guidance from others also; I'm sure you'll get more.
Also, read up on the FAQ for anything to do with good tune and related stuff on systems in 700-900 you also have in your 240s.
Also, soap detergent water in a spray bottle, like a trigger spray bottle, when cold, or soak well at the all exhaust unions and as you do, note any bubbles. Though it gets hot quick, and may take several takes.
From CT-state to SoCally. Wow. I hope it works out in spades.
L.A. has way cleaner air than it did even 20 years ago, certainly better than the late 1960s and 1970s. The crush of people there. The congestion. Steel yourself and I hope must you commute it is done so as to not cost you excessively.
