Overdrive Fix 200 1989

I tried the overdrive (elimination) posted earlier by Roger Scott(Routing out a channel between the two holes in solenoid) Pretty sure I did it correctly, but it still doesn't seem to be shifting into overdrive(3K rpm @ 60 MPH. Any help appreciated.
