I would not think the outer seal is the problem, more like a clogged passage. Volvo's explanation of how it works hydraulically says the solenoid not engaged blocks pressure release from which I infer the solenoid engaged dumps that pressure back to general pump intake. Can you go exploring with a pipe cleaner or a spray can straw?
