Carburettor problem 700 1986

I installed a new Weber carburettor a few months ago. Not a bad carburettor when it works, in fact the car is much faster now. But it seems to have intermittant surge and stalling problems. The car will surge under light throttle but will stall if the clutch is depressed or the car is in neutral. The carburettor is new so there aren't any worn parts. I can only imagine there is an intermittant blockage or air leak somewhere. The float height has been reset. The first time I experienced the problem was after using full acceleration for a few seconds. The problem came back again today but I managed to get rid of it by flooring the car for a few seconds.

Any ideas greatly appreciated.
