in-tank pump wiring... problem? only getting 3.6V at the pump 200 1990

I'm trying to figure out why my in tank pump doesn't seem to be working. I tried jumping 12v to the right side of fuse #4 and I get nothing. I can get the main pump to fire up using this technique.

I pulled up the third seat and located the cover plate for the bung nut / sender etc... I found the black connector for the fuel pump and disconnected it. With the car running and fuse #4 installed I am getting 3.6v across the terminal of this connector. Should be 12 yes??? The wires in this connector are grey and red/yel. and also a brown ground going to a nearby terminal. I ohmed out the red/yel wire and confirms it goes back to the right side of fuse #4. Where does the grey wire go?? back to a ground?? I'm a bit gun shy about running a test wire directly from the fuse panel to the pump connector and then picking up the ground terminal to complete the circuit. Could I have short somewhere between the in-tank pump connector and the fuse panel which is leaking voltage?? or perhaps a weak ground connection??

I'll be getting a fuel pump relay in the mail next week. I did re-solder the connections on the existing relay and it looks good. But I think by jumpering voltage at the fuse panel I am bypassing the relay anyway.

What's the safe way to hardwire the pump??
