'85 245 fuel relay wires

Hi: I acquired a surfer wagon for free (non turbo, automatic). it won't start. the fuel pumps (both good) don't come on when the key is turned. there's a blue-green wire from the 31(?) pin that's supposed to go to ground (according to Haynes) but it doesn't test. does someone know where it actually attaches, frame or what ?
