1993 cruise control doesn't work



I'm trying to install a factory Volvo o.e. cruise control unit from a 1990 240 sedan that I chopped up years ago. I'm installing it on a 1993 240 wagon that never came with cruise control from the factory.

All of my connections I believe are correct since their basically plug-ins.
There is no single spade to the double male spade on the back of the instrument panel. BTW, this double spade was covered by a small piece of yellow heater hose from the factory.
There is one single yellow/red spade wire that was connected to the lower right hand corner of the instrument panel. Considering you have to be very careful not to plug in wires to that instrument panel in the wrong places.

Question is this yellow/red single spade need to go the the double spade to recognize the speedometer reading??
