Why would someone do this? 200

When I bought this car back in December, I saw a t-stat in the glove box and thought nothing of it. Now that I'm getting around to a new water pump (!#@!#!@) and hoses and such, I finally took off the thermostat housing. Lo and behold there's nothing in there.

Why would someone take out a (possibly non functioning) thermostat and not replace it (thermostats ARE cheap)? Wouldn't a properly working thermostat allow the same level of maximum cooling (when it opens up all the way)? Is there anything I should be suspicious of here? The car has heated up pretty quickly in general (I live in California, and the weather is generally very mild anyways) -- within five to ten minutes. It runs pretty well when cold (very rich for a few minutes, but otherwise fine).

I am looking in the right place (the cylinder head, where the upper rad hose attaches), right?

Any thoughts on a cheap water pump pulley (not fan clutch) or on how to get the pulley off the old water pump?
