Backrest Heaters 700

looking at the wiring diagram, I discovered that volvo heated seats have backrest heater pads in addition to the seat pads. My seats work fine but I've never noticed any heat coming out of the backrests.

Is the heat from the backrest pads pretty negligible or do I have a problem with my backrest pads?

I checked the resistence in on one pad and it was pretty low so either I have shorted pad elements or they are very low wattage.
