It appears that there are two types of heaters for the 89s. Dual output for leather seats and single output for cloth. The dual outputs have two heater elements on the seat pad. One gets full voltage and a second is in series with the backrest. The single output heaters consists of the one seat pad and backrest in series.

So I believe If I get my backrest working, there will be additional heat in the seat as well.

If the backrest is not working, there is an open in the backrest or the second seat element, neither will work.
