Throttle body question 700 1988

I cleaned my throttle body this weekend and now my idle is too high. That is a common problem but I went through all the proper steps to reset it. I grounded the IAC and set the Idle Screw / lock nut, set the black idle screw (all teh way in) and the TPS. The thing that I did notice was that the throttle plate looked as though it was open quite a bit even after backing off the idle screw completely. Isn't the throttle plate supposed to close completely? Is there anything I can do to make it close more?
