Idle problem B20E question on my 71 142E 140-160

Hi guys,
I wanted to ask your advice for a problem with my 71 142E.

Sometimes, the throttle seems to ‘hang’ at a high RPM. For example, I pull into the driveway and the car idles at 2000. Sometimes, I can tap the gas pedal and it might slowly drop to normal at 800 or so.
If I open the hood and manually move the throttle to the stop position, the idle can stay at 2000+ RPM.

I will guess that this is a problem with the idle air control valve. I am not familiar with D-jet type, but know the LH-jet motor to become ‘gummed up’ and not move properly.

Is this the same problem or should I look elsewhere?
