Warning Lights 700 1987

Would no warning lights after the key is turned be a harness problem or a relay?

This also happens on and off at times, but only after the car is off for a bit.
It also makes the car not want to start at all. It also does not make the car stall or anything else. Everything works, except for the car not starting and the lights not comming on. And this has all of a sudden happened when it got cold outside.
