At the bottom, just before the block. It ain't pretty (large enough for winged seeds from maple tree to exit) but the fender hides it.

My rockers weren't open at the bottom but right where I cut (with a circular saw and metal cutting blade), there's a pop-out plug on the interior which allowed me additional access.
