I used to have a run-on problem when I had the Strombergs on my '70.
Too high an idle seemed to be more the problem than timing in my case.
1000 rpm made the car idle smoother, but 800 rpm eliminated the run-on.
Switch to SUs gave me a smooth 800 rpm idle so the problem was gone.
