Sorry, but Mike's "simple explanation" contains no useful specifics and is just plain wrong*. Even if the generator was not putting out ANYTHING, the battery would supply all IGN loads, and the voltage drop, which is responsible for your stated symptoms, would still occur.

Specifically, both effects are results of, and explained by, intended and necessary voltage drop across Fuse 1 and additional unintended "parasitic" voltage drops due to corrosion and/or loose connections at the fuseblock. The voltage drop is inline with the load, and results in the load getting less voltage than it might, with a good path. This explains the slow blinkrate and slow wiperate etc. The effect is worse when turning ON blower, as the blower is the highest load on the Fuse 1 circuit, therefore results in the highest voltage drop, which in turn results in the brightest "dim ON" condition.

My advice: Clean all Fuse1 and 2 connectors and connections, and apply zinc anti-corrosive electrical paste. If condition persists, or is not improved, rework fuseblock. Ask anyone here who has installed one of my units...night and day!!
