The '84 speedo is cable driven.

Unplug cable from back of instument cluster. You may have to break security ring.
Pull on wire and see if it comes out in bits. Or drive slowly and feel if tip is turning.

Alternately, crawl under car and unscrew speedo end. See if wire is broken. If not, then may be speedo gear in tranny which is damaged. Speedo gear plugs into tranny.
