They are actually functional, as well as 'funky.' I have diamond pattern headlight reflectors, which aren't the best at focusing the light on the road, plus I'm using Xenon bulbs, which are pretty bright compared to Halogens. The Cats' Eyes cut off the top of the beams to prevent on-coming traffic from being blinded.

I think I paid about $6 for the pair, and they just fit between the glass housing and the retaining ring.
