Not to knowledgeable on Carb'd Volvo's the fact that you had Gasket issues and then had GAs problems I would be suspicious that maybe he did something with the Float Height during his 'Adjustments' causing the car to run Rich.
Perhaps his installing of new gaskets was not done properly causing more vacuum leaks.
