Hello,

It has been awhile since I touched a carb, but it looks like a float issue. Since work was done on the carb it could be an adjustment or the float is leaking. My old Datsun 510 had a bad float. It was plastic and started to absorb gas which made it heavy and caused an all sorts of issues like yours. Good luck.
