RPM and stall

1990 volvo 740 wgn,just replaced the auto trany with a known good one.
when the car is at P idle and rev it up to 3000RPM the RPM needle won't go
any further than 3000 and starts bouncing.if i am driving as soon as it hits
3000rpm the needle bounces back and forth and the engine trying to stall
on me.so i can't go more than 75mi/h.with the bad trany i could rev passed 3K
with out bouncing.could this be a speed senor,torque converter,or computer issue.
please help.thanks
