I suspect there is corrosion bonding the wiper arm to the splined shaft. By using a flat screw driver under the arm and exerting an upward force can dislodge the arm, although it can suddenly fly upwards, landing on your car or hitting you. Your local auto supply shop sells an inexpensive wiper arm removal tool.
