AUTO shift problems 900 1992

i have checked the kick down cable and aletred it the lower gears engage much more smoothly but the final gear still does not engage. The ATF fluid is new and have checked it after engine warmed up and is correct. Switching the arrow on and off does nothing at 50 mph, but seems to do something at lower speeds. Any idea what i should try next ?
