Battery corrosion at negative terminal; time to replace battery?

I have been meaning to replace both battery cables just because they may be the originals. I was going to wait until I replaced the battery; maybe now is the time.

I'll give those felt washers a try, thanks.

My voltmeter shows about 14 to 15 volts when the car is cold, and especially when the weather is cold. I've been meaning to hook up a multimeter to see how accurate the volt meter is to make sure that I'm not putting out too much of a charge.
