As others have mentioned, the most likely cause of poor running both cold and warm following a cold snap is something sticking with the chokes.

1. Verify that both needles drop when the the choke is out.
2. Verify that both needles return up when the choke is pushed back in.

I also have an issue with the lead carb piston getting gunked up with oil/condensation from the hose at the valve cover filler cap. The piston gets stuck up and causes very rough running. Remove the air filters and verify that the piston comes back down smoothly and completely. If not, remove the three screws holding the dome on and carefully clean the piston and dome with carb cleaner. Don't forget to replenish the dashpot oil when reassembling.
