Another 240 problem 200 1990

I had a post earlier about the fuel filter but i guess that might not be it, so here is whats going on with my 1990 240dl. My volvo has had an idle problem for a long time now, a year or so, and i would always have to keep giving it gas so it wouldn't die, but once it was running for 15-20 mins it would somewhat idle on its own.

Then when i would clean my engine with gunk and spray it down with water afterwards, once i would try to start it again, it would start, but it took effort. and when i would give it gas to rev it and keep it going, it would start to give gas but then cut out and i would have to let the pedal out, and then push it in again to get the gas to flow. And now after the engine or parts dry out after being washed down, it runs with a higher then normal rev. And i know i am not supposed to spray all the parts down but everything gets super dirty from dirt and snow/salt.

Now to the real problem, i was driving on the freeway on friday just cruising at 70 and i started to accelerate but didnt feel any pick up. So i let off the pedal and pushed in and nothing was happening. All the electircal and suff worked just no gas getting to the motor. Once i pulled off the road and came to a stop, my car would turn over and wanted to start but there is no gas shooting in to make the engine start.
