One section of the book says to measure resistance between terminal 13 and ground to test coolant temp sensor, and another section of the book says to measure resistance between terminal 2 and ground. I'll assume the coolant temp sensor is connected to both then, and the only reason to check at different terminals would be to test that the signal is reaching both systems properly.
If there is no error there, then apparently I was not incorrect in telling Vin to use terminal 2, because they both must connect to that sensor. Since Vin was trying to test the sensor's function itself rather than whether or not the respective computer systems get the signal, I suppose either terminal will work.
